On October 25, 2005, the Central Committee for Comprehensive Management of Social Order held a plenary meeting in Beijing. Luo Gan said in his speech that China should launch in-depth peace-building, improve management of the floating population and prevent juvenile delinquency to promote social harmony and stability.
