'One Party chief and two deputies' model still popular

Party congresses for 13 provinces and autonomous regions have ended and new provincial-level Party leadership have been elected.

The "one secretary and two deputy secretaries" model has been the main structure employed by most local committees during the current elections. The only exceptions have been the Tibet autonomous region Party Committee with four deputy secretaries, and Xinjiang Uygur autonomous region Party Committee with three deputy secretaries. The remaining provincial Party committees have two deputy secretaries.

The 2011-2012 local Party congresses for Liaoning, Henan, Jiangxi, Anhui, Xinjiang, Shanxi, Jiangsu, Inner Mongolia, Tibet, Guangxi, Fujian, Hebei and Hunan have been held consecutively.

It was during the last provincial Party committee elections (2006-2007) that the "one secretary and two deputy secretaries" model started to become mainstream. However, committees from Tibet and Xinjiang were made up of four deputy secretaries while the Party Committee of the Inner Mongolia autonomous region had three deputy secretaries. The remaining provinces and autonomous regions had two deputy Party secretaries.
